cPanel initial setup [an error occurred while processing this directive]

Several weeks ago, I deleted [COLOR="#A52A2A">/etc/.whostmgrft to re-run the initial setup. I was several steps in, the phone rang, and I had to leave ASAP for some reason. The browser was just closed. It appeared to be fine at that time. (Note: this server was not being used yet and is new. But now I'm ready!) I went to WHM tonight, to start over, and get [an error occurred while processing this directive] What's wrong?

  Please paste the complete error message here. Did you try running /scripts/upcp --force?

  Can you stat /etc/resolv.conf ? Any special/immunity flags? [QUOTE]lsattr /etc/resolv.conf
  Also, Can you please check if quota is installed or not by: [QUOTE]yum list quota
  If it's not, then please install it: [QUOTE]yum install quota
