DNS Not Resolving but IP works

Created a new domain, have many others working with no issues. /$example.tld won't resolve and cannot ping /http://IP/~example/ is the only way I can access the site Suggestions?

  are you sure your domain name? becouse went i try whois check, this domain is still unregister yet. that why you can't access the domain. sorry
