Limit bandwidth quota per IP per day

I want to limit bandwidth per IP, per day on my web sites. Say 20G per IP, per 24H period should be more than plenty for 99% of my users. It's the 1% of users who want to site rip the site and download 100s of GBs worth of data in a single fly-by-night site rip that I am trying to block here. So far the only modules I have seen to accomplish this wont block single IPs, but rather block the vhost. I don't want to shut the site down after it reaches xx quota each day. That's just punishing the legit users. I want to only punish the leechers. Is this even possible?

  Hello :) You can submit a feature request for this functionality via: Submit A Feature Request However, it's likely you are going to need to find a custom application or configuration that will block IP addressed based on their Apache bandwidth usage. Thank you.

  I think I have found a module that will do this, but I am not sure how to install it. It's an apache module called CBand.
