Can one WHM/cPanel and one DNSONLY server work?

Can a WHM/Cpanel server run with a single DNSONLY server? In other words, can the main WHM/cpanel server use DNS (bind) on the same server for NS1 and a second VPS running cpanel DNSONLY run the second name server NS2? Or must you have two DNSONLY servers for a total of three servers?
