Unable to ftp after upgrade to 11.44.0 (build 12)

Upgraded to version 11.44.0 today. Can not ftp to the server either through cpanel or an external client. Any suggestions of what to look to ftp files again?

  A bit of additional information. I did find the ftp service in the control panel and restarted the service. The ftp service appears to be running. Attempting to download a file through cpanel appears to succeed, however no file actually arrives on disk. The user is one of the special users. No path is defined for ftp for this user.
