.inc extension is not loading

Hello, I have a index.html file which is calling a menu.inc file. But the menu is not loading. I have enabled frontpage extension for this domain. The server is running in suPHP . How can I make it run ? Thanks

Hello :) This seems more like a web design question. What does this .inc file include? Do you notice any errors in the Apache error log or any error_log files within the account? Thank you.
