Stopping port 25

Hello, I would like to block access to port 25 so that no body can send through the server unless they are using the secure connection. I have several options to do that Option 1: Exim Configuration Manager > Require clients to connect with SSL or issue the STARTTLS command before they are allowed to authenticate with the server. Option 2: Use CSF to block port 25 for 0.0.0.0/0 and allow for localhost I need to confirm however that none of these options will prevent other mail servers from delivering emails to this server and that cPanel and my local scripts can still be able to send. Thanks
