Resource limit

Is there any way to customized memory and cpu limit for all user.Actually i faced some problem [php] that causes my server high load.i want to control server high load.

  There are no native tools that would allow you to restrict or suspend accounts based on their CPU/Memory usage. You must use a third-party application such as Cloud Linux. Thank you.
