[Case 111881] Transfer account got PostgreSQL error

    Hello :) Internal case number 111881 is open to address an issue where if PostgreSQL has been disabled via Service Manager, the service isn't running, and there's no PostgreSQL databases on either server -- the transfer tool won't create the session and fails. The temporary workaround is to enable PostgreSQL on the destination server and start the transfer again. Thank you.
