Server working only on one IP

I have a dedicated server .. Hosted a domain name there Two days back i changed the name server of that domain to this server ips . Till propagation time i used to work with just /http://ip~username today as its propagated the domain name works for me but from today for all others except me the site is not working and even if they try with ip its not working doubtfully i even tried pinging to this ip from others computer it says " Request Timed Out " . But for me everything works fine .. what would be the issue ..
