Wildcard DNS: Without creating DNS Zone or Hosting

At the risk of sounding noob again, I want to achieve a "Wildcard" domain resolving where there is no DNS zone or hosting account created for that particular name. I have my custom nameservers created and working alright with dedicated IPs. Now what I want to do that any domain that uses my nameservers, should be presented with a static html page. Whereas I don't need to *create* any entry about DNS, hosting account etc for that domain in my WHM. Please note that it has nothing to do with wildcard "Subdomains" - I am interested in a scenario where you see a default "under construction" page when you point your nameservers to a hosting company's nameserver but haven't created an account with them. Is it possible?
