Setting to use to be able to view client's files prior to domain transfer?

I remember there was a setting to enable to allow customers transferring to a new server to view their uploaded files (to ensure they are all working) prior to transfering their domain. They would use something like: servername.com/~username Can someone tell me where to enable that? Thank you in advance, Michelle
