Pls anyone can explain "Top 50 rejected ips by message count"?

It is in WHM, Email "View Mail Statistics Summary Top 50 rejected ips by message count This section displays the 50 IP addresses that sent the most rejected email messages to your server.
that banned IP is some local cpanel user or some spammer sending mail to some local mailbox? Which rule triggers this rejection please?

  It's not a single type of rejection. Per it's description, it lists the 50 IP addresses that sent the most rejected email messages to your server. This could be any type of rejection, but you could search /var/log/exim_rejectlog for the IP address to get a better idea of which type of messages were rejected. Thank you.
