cPanel User as FTP User

By default when you create a cpanel user that user is given ftp access. I have seen (or think I have seen) somewhere in the whm system where I can disable that globally but I cant find it. Anyone know where it is. Thanks

  Cool. I thought there was a check box in one of the security functions of whm but this will work. :) Thanks
