Question About Understand CPU Usage Formula

Hi, I am new here and this is my first post. I am trying to understand CPU usage and want to see if I have this right, please. Our current server load is 3.38 (8 cpus). From what I've read, this translates to 43% usage and that we're fine until we hit the 70%+ mark (where we should start considering resources). :confused: Is this correct? Thanks
