charset hardcoded

Hello, I have the next charset problem one of my sites domain.com.co have hardcoded like charset iso-8859-1. The problem is that appers that use two charset iso-8859-1 and UTF-8. The php.ini configure iso-8859-1 and in apache nothing with default (i think). The problems is that when i use Apache 2.4 with php 5.3 works fine and i don't have the charset problem but when i update to 5.4 i have the problem,
