Transfer Tool / Restore cpmove can cripple server?

I'm wondering if I'm having poor IO or not, but benchmarks say they are alright. Can Transfer/Restore process really cripple the server? When I restore a backup, everything gets slow from WHM to websites. After that, it's lightning fast again. I'm on a KVM guest, I also own the host node.

  Hello :) Could you provide some more information about your server hardware, and the I/O usage during the restore process? How large are the backup archives in general? Thank you.
