How to create MySQL database/user?

Home " SQL Services " Manage Databases "This server does not control any user-owned databases." The same about users. According to the documentation there must be "Home " Databases " MySQL Databases" menu item, but actually menu does not contain this. How can I create MySQL database/user?

  You don't create Databases in WHM, you create them from within the users cPanel. In Paper Lantern, type database into the search at top to locate.
