How to stop outgoing spam?

Is there a service or script I can pay for for this functionality? cpanel does have an hourly limit which is meant to help, but its pretty useless when you have a large domains with 1000+ email accounts. You cant just stop the domain sending email because of one user. So I am looking for something that either allows me to set per email account limits, or that checks outgoing mail for spam. Any suggestions?

  Hello :) The following document is a good place to start: cPanel - Prevent Email Abuse You may also want to enable SpamAssassin for outgoing email (WHM > Exim Configuration Manager > Apache SpamAssassin Options). Thank you.
