Dig Failure

I have problem. Dig commands and everything else is working as planned, but for example intoDNS can't access my second ip (ns.domain.com) error is: nameserver did not respond So my setup is following: WHM and Cpanel has one IP and that same IP is also address of ns1.domain.com Additional ip is set for ns2.domain.com
