can't start cPanel

Hello My server was crached due a kernel issue so i tried to get data from one of my vps where websites are hosted so i fixed but i can't start cPanel when i put this service cpanel start I get

I tried to open a ticket but i can't get the Support access ID any help please

  If upcp is working on your server then try to run following command on your server.
  /scripts/upcp --force.

  Hello :) You may need to reinstall the OS/cPanel and restore the accounts from backup if there was significant file system damage. You can try forcing an update of cPanel as mentioned in the previous post to see if that helps. Thank you.
