As a Website owner, you most likely wouldn't have access to set permissions (CHMOD) on Apache SpamAssassin files. Also, you do know of course that DirectAdmin is not cPanel, correct? As you can see, I am thoroughly confused, and would appreciate some clarifications.
If you're having issues with Spam you should contact your Hosting Provider directly for assistance.

Infopro, I know nothin'! However, the direction DirectAdmin gave were for cPanel. Even if there are different hosts, there is only one cPanel? I will try my host again, but ... Thanks, Hans L

cPanel is not mentioned anywhere on that page. DirectAdmin is another control panel completely. :) Speaking with your Hosting Provider is the best way to go here. Good luck with this!

The DirectAdmin page was provided by my email host. What a bummer! I have contacted them. Thanks/Hans L

Just for my edification: cPanel has cron jobs under Advanced. I believed, in the beginning, that it meant that customers like me could use such jobs to affect SpamAssassin, for instance. But I assume that what you are saying is that it is really up to how the server owner has customized its cPanel OR its SpamAssassin OR ...? Really appreciate your knowledge on this! Hans L

The system's Apache SpamAssassin files are owned by root user. Like any other system files, as a Website Owner, you wouldn't have access to them. It's interesting that your Hosting Provider linked you to that worthless doc. But I assume that what you are saying is that it is really up to how the server owner has customized its cPanel OR its SpamAssassin
For the most part, yes. SpamAssassin Options - cPanel Documentation

Yeah, what a bunch of jokers. And you can only sign in to their help site via social media, where they require your friends list. They are working on a change, and working, and working ... Hans L
