IP blocked but not blacklisted

Hi guys, Where else should I check if a user can't seem to access both cPanel and her website? The IP is not blocked in CSF and cpHulk. I also checked multiple times and the IP is correct. I don't know where else to check. Any help is appreciated.

  Hello :) You could review the "Host Access Control" option in WHM, or check with your data center to see if it's been blocked by them. Otherwise, you can check to see if the user has a firewall installed on their computer that could be restricting access to your server. Thank you.

  This happened thrice already, any other possible angles to this problem? Can this be a DC network problem?

  Yes, you may want to consult with your data center to see if they have blocked that IP address. Thank you.
