CPHULKD How to release a lockout

Hi All, I have just found a the disable cphulkd string function, as per below. I feel this is a security weakness. Does anybody else agree? Am I missing something? Thanks K

  Hello :) That's only usable in Web Host Manager by a user with "root" privileges. Thank you.
