Where to find a cPanel/WHM plugin developer?

Hello everyone, Kindly advise us where one would go to find a cPanel/WHM-PHP plugin developer. We've tried searching online and on Freelancer.com, but not so many people are responding to our project. Also, there seems to be no section on this forum in regards of job offers.
