cant access account IP/~username

Error 404 Not Found ================= My Enable mod_userdir Protection is disabled in WHM but yet created domains can;t be access through IP test like [Removed] which is a valid account, the server is not responding and even if any username which is not even created under cpanel is used it still shows 404 Not Found. Please assist on how to go about this issue, it happened last week and still no result.. Regards
