Email not going out or receiving yet.

Hello, Using webmail (ex: horde) email ton receiving or sending. When compose a mail and SEND, error message appears like bellow:
/usr/local/cpanel/3rdparty/php/54/lib/php/Horde/Smtp/../../../locale is not a directory
To tried to solve using this code, but no solutution;
chmod 755 /usr/local/cpanel/3rdparty/php/54/lib/php/data
Please help, I am beginner abut server management.

  Hello :) Could you verify if Exim is running on your server? If not, try restarting it:
  service exim restart
