WHM Reseller FTP Access

Hello all, There's a couple of threads about this. but they seem old and no workarounds....so thought I would ask.... Is there any way to create a reseller WHM account which can then be given FTP access to all of the domains under that particular reseller account? I understand that this can be done by root for obvious reasons, but wondered if it can be achieved from a Reseller level? The reseller will be logging into each of the cPanel accounts and the end client will not....so in essence can create individual FTP accounts they can use but I am hoping this is not needed. Any thoughts?
