I need help getting phpmyadmin working.

I get this error - Error during session start; please check your PHP and/or webserver log file and configure your PHP installation properly. Also ensure that cookies are enabled in your browser. I am running windows xp, Apache 2 and PHP 5.

  What does this have to do with cPanel, exactly? And as a follow up, why would you want to run Windows XP? Thanks in advance!
