Password changes not working?

I have had an odd problem with an email account and a regular account, where I change the password in CPanel (or in terminal via passwd), but I can't log in with that password. I can't figure out if the user has been blocked or if there's an issue with the password command. I am obviously afraid to change any other passwords. The password DOES work for the Cpanel login but not for shell which is needed for SFTP. Any thoughts? Keys aren't working either! Current version 11.48.1 on CentOS

  Oh, do I feel stupid. "User not allowed because not listed in AllowUsers" which is, for those of you coming in via search, in /etc/ssh/sshd_config Now I feel very foolish indeed. Thing is, one takes these basic security precautions, then years pass... I did not even THINK of that log, I'd been wrapped up in firewalls and such. THANK YOU.
