Force defaultwebpage.cgi on all accounts?

I've just moved all my cPanel accounts to a new server, just wondering how I can force all accounts to disable a "This website has moved" or the defaultwebpage.cgi file? Thanks.

  Are the domains pointed toward the new server proper?
