Exim Access Lists, Blocking Hosts question

On this page we have:
"Blacklisted SMTP IP addresses" - "IP addresses from which SMTP connections are dropped unconditionally"
I am surprised there is nothing similar for blocking inbound (return path) domains, the same way.
So, am I missing something here, or does this really require complicated rule changes/additions directly to Exim using the Advanced Editor, etc?
Yes, by the way, I have been able to establish said complicated rule changes/additions to the Exim config, however in spite of our best efforts, I can only get such a domain RBL-like based list going for two way, rather than just inbound email. That is, every domain added to our domain blacklist, also prevents email from being sent to that same domain.
I am only adding this post in hopes that I've missed something easy with regard to some WHM Exim Config Manager feature. And yes, if not, I am surprised there is no such feature for this in WHM, this would seem to be quite a common use these days, if for example, a master needed to establish their own, custom, local domain based RBL.
Ideas? Anyone? Thanks!

There are no native options in the WHM interface that will allow you to block specific domain names instead of IP addresses for incoming email.
