mail sending failed

how can i solved this problem. i use cpanel and i have root access. i can't send any mail when i try to send mail automatic system replay me mail sending failed. please see the screen short and suggest me how can i solved this probelm. Screen short :

  Hey, It looks like you have some configurations to rate-limit the mail delivery. You can try to modify the "Maximum percentage of failed or deferred messages a domain may send per hour." values for your domain via: "WHM Home " Account Functions " Modify an Account"

  yes limit is 50 and 25. but i not send this amount email. maximum an hour 1-2 email. so why says limit cross. what is the issue email delivery failed .
