TELNET SMTP SERVER SLOW

Telneting to smtp server is very slow, takes from 15 sec to 20 sec to the smtp banner appears. Happens with port 25 and with the alternate 8025 port. /etc/resolv.conf has the google public dns I reset the exim.conf to the default values and is still slow. Rfc1413 is set to 0s as always. Load is 0.10 Checked the main ip if it was blacklisted, all is ok. Im using Courier/imap. I have other same server with the same config and specs and works fast, banners pops in 2 sec. What could be causing this? the smtp transaction time is too high, telneting to other ports 21, ssh, 110 works extremely fast. Exim is only running with the basic config and with spamassassin.

  Check Exim's error logs for problems. Also, check your server load to make sure that Exim isn't working too hard. If it is, investigate why.

  Hello, Do you notice any unusual activity in /var/log/exim_mainlog or /var/log/exim_paniclog? Is the issue reproducible from multiple connections? Thank you.
