IP blocked? Not that I can see

Root access is denied to the server, not sure why, my ip is white listed and other people can't login - people from all over the UK. This has happened in the past and if I restart the server I can login one more. Can anyone provide a solution?

  Hello :) Could you elaborate on where your IP address is whitelisted? Is it through cPHulk or through your firewall? Thank you.

  Is root access denied through WHM and SSH? Does the issue persist when temporarily disabling cPHulk? Thank you.
