Rsync to Cpanel ftp account setup

I have searched and searched. I have tried three different methods of using rsync and cygwin terminal. Is it possible to sync a folder on a Windows machine to an FTP folder? Public access has been removed from the folder since the files are proprietary. Clarity In short I have a folder with files in it. Those files are also on the FTP site. I change the files every three days and I would like that folder to sync with the folder on the cpanel ftp. If there is a way could someone help me to figure this out. Thanks in advanced.
