Please don't post details with actual email addresses in them on a public forum. The error message clearly states the IP is on a blocked list. Feel free to repost with actual details modified..

o.k its a brand new IP that has never been used for sending email. How can it be on a blocked list?

Brand new to you. :) The IP must have been blocked prior to you getting it I guess. You'll need to contact them and see about having it unblocked.

I just checked and I forgot to setup my reverse DNS (PTR). Is this something that can be done from the root WHM or does my hosting provider have to implement this?

Your hosting provider would need to do this, the option may be available in their control panel.

Hello :) You can contact your hosting provider and ask then to configure RDNS for your IP address pointing to the hostname of your server. Also, it's a good idea to enable SPF via the "Email Authentication" option in cPanel. Thank you.
