Connection timed out on hotmail

Dear Community. AM having problem with hotmail/outlook/live emails. Those are not sent. This is the error:
LOG: MAIN H=mx2.hotmail.com [134.170.2.199] Connection timed out Connecting to mx2.hotmail.com [65.54.188.126]:25 ... failed: Connection timed out (timeout=5m) LOG: MAIN H=mx2.hotmail.com [65.54.188.126] Connection timed out Connecting to mx2.hotmail.com [65.54.188.72]:25 ... failed: Connection timed out (timeout=5m) LOG: MAIN
Here is the telnet :
root@cpanel [~]# telnet mx2.hotmail.com 25 Trying 65.55.33.119... telnet: connect to address 65.55.33.119: Connection timed out Trying 65.54.188.94... telnet: connect to address 65.54.188.94: Connection timed out Trying 65.55.37.88...

    Hi, Do you have iptables/csf enabled on the server ? If yes then temporary disable the iptables/csf and try telnet again. If still you face the same issue then consult with hosting/server provider to check if hotmail's IPs blocked in their network firewall. Thanks

    Same also after disabling firewall. You think this is a provider issue?

    The reason the emails aren't delivering is that the connection is timing out. Can you please check the contents of your /etc/resolv.conf file?

    Hello, This is not a resolver issue but your IP is blacklisted. Microsoft is blocking connection from your network. You should contact their support for more information on this.
