This is a fresh install.   Hello, There is an issues with the mod_bwlimited modules, I will suggest you try to rebuild Apache via EasyApache scripts and let me know us know if you are still getting same issues with httpd services.

  Hi, If you're still having problems, I'd recommend putting in a ticket with our support staff, using the links in my signature. I wasn't able to replicate this on a fresh installation, so there might be other things at play here causing problems.
