Over Quota limits not working

Hello, We have two accounts over quota. They both show that the are over quota in WHM properly. One of the accounts over quota website just now shows a blank page when accessed. The other account still works 100% without an error message. When accounts report they are over quota in WHM, should the end user's website not be blocked and show a message "Quota exceeded" or something like that? Thanks,

  Hello :) Accounts over their disk space limit are not automatically suspended. However, it's possible the lack of available disk space can prevent a website from opening if a script needs the ability to create new files or populate data. What error message do you see in /usr/local/apache/logs/error_log for the website that does not load properly? Thank you.
