ftp server not working in anyway in new installation

Can anyone help me to resolve my ftp connection on newly installed whm/cpanel . I tried everything from my side I added port 20 21 to whitelist i tried filezilla, notepadd++ ftp, smartftp, Mozilla FTp EXTENSION but all of them not working Problem is : Status: Connecting to xx.xx.xx.xx:21... Error: Connection timed out after 20 seconds of inactivity Error: Could not connect to server I also tried 20 port and also use ftp:// ftp. direct ip but not working .. Also tried restarting my cpanel services, server restart, Restart Services from whm but same problem.. Then i also tried disable cphulk then also add my ip to whitelist but nothing has working ../ As i am new so i need help from you .. Also is a support staff of cpanel check my issue then it will be very helpful for me ..

  Hello :) Do you have any any custom firewall rules installed that could block access to port 21 or any of the passive FTP ports defined in the /etc/pure-ftpd.conf file? Thank you.
