SpamAssassin options do nothing to prevent BackScatter

It's odd that Service Configuration > Exim Configuration Manager > Basic Editor > Apache SpamAssassin options Do not forward mail to external recipients based on the defined Apache SpamAssassin" score Even when the outgoing forwarded mail would be classed as spam, the system still tried to send a bounce message back to the original sender - which will almost always be spoofed when the message is spam.
