Error con el FTP

tengo mas de una semana intentando reparar el ftp y e intentado de casi de todo me podria ayudar intente la solucion de eesta pagina y nada diariotecnologia.es/solucion-a-econnrefused-connection-refused-by-server-y-error-unable-to-start-a-standalone-server-address-already-in-use/#.VactFLWgTK- aqui le dejo el error
