cpanel installation error, can't get a package

i'm trying to install a fresh cpanel, this file can't be downloaded, could you please advice? httpupdate.cpanel.net/cpanelsync/instaler/cpanel/scripts/updatenow.static.bz2

  Hello, Have you disabled IPtables and any 3rd party firewall which is installed on your server ? Also please check your server /etc/resolv.conf file and update the correct server resolver
