Can't send emails to hotmail

Hi,
SMTP error from remote mail server after MAIL FROM: SIZE=4719: 550 SC-001 (COL004-MC5F27) Unfortunately, messages from 198.187.31.115 weren't sent. Please contact your Internet service provider since part of their network is on our block list. You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors.
I have checked blacklists and can see no issue there. Any help would be greatly appreciated

  Hello :) Your access level is listed as "Website Owner". Do you have root access to this server? If not, please contact your hosting provider for assistance so they can check to see why messages from the server are not delivered to Hotmail. Thank you.

  Sorry that is a mistake I believe I do have root access, however my experience is at a low level. Thank you

  Hello, Your mail server IP is blocked in Hotmail and other spam databases and due to that you are getting this mail issues . You can check your IP status through

  I have the same issue, the ip adress is not blacklisted neither, I checked all settings and it's ok, what can I do to solve it?
