Mailman Forbidden Error

I created a mailing list but keep getting the error below when trying to access:
Forbidden You don't have permission to access /mailman/admindb/update_domain.com on this server.
For example, when I try to approve a post by clicking the email link I checked the ownership of mailman directories. No problem. Any help will be appreciated.

  I found the solution. It was ModSecurity that blocked it. After adding the rule ID involved to the whitelist, the problem goes away.
