    I my opinion cPanel updates do not touch MySQL. MySQL has to be upgraded depending on the requirements from WHM. By default cPanel performs a update daily using a cron. So, if MySQL upgrades everyday it will be a major problem to hosting providers. So, if in case you need to upgrade MySQL, simply login to WHM and upgrade it.

    I'll reword it. Raise the minimum version supported by cPanel. cPanel can't have the latest versions of phpMyAdmin while old versions of MySQL exist
