retry time not reached for any host

Hi, On Cpanel servers the exim smtp some time report below error in the exim logs :
T=remote_smtp defer (-53): retry time not reached for any host to resolve it, i must do : /scripts/courierup -- force /scripts/eximup --force
But, it don't working. This shows me "No such file or directory" How can i resolve it ?

  Take a look at your servers routing or network connectivity. This error usually occurs when either your own server or the remote server it is trying to deliver to is unavailable.

  Hello :) It's likely an issue with the connection to the remote mail server. Are you able to telnet to those remote servers over port 25 from your server's command line when this happens? Thank you.
