Dedicated IP and SSL

For as long as I've used cpanel the tweak settings option to allow SSL install if dedicated IP was enough. For the last 3 weeks I've chased out an issue with SSL wondering why all these sites have SSL certs piled up on the main shared IP. Its fantastic thanks a bunch guys. I don't understand how OLD FUNCTIONALITY is a new feature request but I digress.

  You have a feature in tweak settings that says: "Allow cPanel users to install SSL Hosts if they have a dedicated IP." This feature does nothing? I mean if you can install SSL now regardless, might as well remove that feature. OR, make it so you can only install SSL if you have a dedicated IP. I thought that's what it was for?
