Cpanel Account Level filters

I want to create account level filter in cPanel accounts so that the emails who have spam score of 5 and above would be delivered to the Junk folder of all the users. However, while doing so I cannot find the Junk folder option. I can see Junk folders in individual users' mailbox, but I don't want to create user level filters. How to set the account level filter?
